I think there's a specific story in these bars that Wayne abstracts into his art in order to send a message. I'll try to go through it step by step and give my best guess at what he's saying.

He's trying to patiently wait out an unpleasant situation, and realizes that there are those who believe they can tell him how to behave. His retort is that anyone who wants to talk at him directly will risk becoming nothing but a memory in their community. He then reiterates the fact that the time for talking is over, and that any positive relationship that might have existed in the past is now gone. All he wants is what he's owed, and lays out the consequences for what will happen if he doesn't get it. The last bit is an even more abstracted description of the fireworks that will pop off if he doesn't get his money.

Or he's just spazzing on the microphone as per usual.
