I remember first hearing this on The Carter documentary and having my eyes opened. I think it was specifically the cerebellum line. A pivotal moment in my Lil Wayne journey.

The funeral line reminds me of "where we turn a funeral into a festival" from In A Cell. Similar idea, with both lines referencing the relationship between New Orleans and Death. Specifically "your" death and how it will be celebrated, and unfortunately you won't be able to take part in the festivities.

I think the lines about your homies are a masterfully subtle way of saying your people won't even retaliate. They're not dressed in black for any nefarious activity, only to attend your funeral.

The more I look at the last 4 lines here the more they feel like they encapsulate a significant aspect of Wayne's persona. New Orleans, firepower, and headshot metaphors. The way he delivers the last two lines, especially acappella, probably the most raw shit ever recorded.
